حزب الله... صمت بين خطأ التقدير واستنزاف القدرات

The result of the parties was as follow
1- The Free Egyptians: 65 members
2- Homeland’s Future (Nation’s Future): 50 members
3- Al Wafd: 45 members
4- Protectors of the Homeland: a party was founded by retired  army officers to support the military: 17 members

2- The Turnout – the boycott is the first winner
The turnout in the first phase :26.56% 
The Turnout in the second phase: 29,83
Average is 28%

The turnout is low even in comparison with the Egyptian numbers. The turnout in the previous parliamentary election 2011-2012 was in the first phase 59%, second phase 65%, third phase 62%. Average is  63%. that means half of those who voted in the first elections after the uprising decided to not participate in this election. 
The majority of the voters decided to boycott it in a way that raised the debate whether this parliament is a real representative of the Egyptian people or not. 
The main parties in the previous parliament was FJP the political wing to  the MB, were banned as outlawed party and group.  The main opposition either secular or Islamist parties boycotted the elections as it lacks the needed measures of the competitiveness and fairness according to these parties.  The parties mentioned some reasons behind this boycott but the main reasons were
1- The electoral law that gives the superiority to the individuals over the list candidates, 448 members for the individuals, and 120 members from the lists. Moreover the list adopted the absolute majority (wining list take all the seats in the district), not the proportional list that ensures more representation to the minorities. All the proposals from the parties to amend the law were simply neglected by the regime

2- The protest law, that was enforced under the interim president Adly Mansour, and gives security forces the power to tighten its measures to the maximum.  the law imposed a very tough prison sentences against the activists. Many are in jail serve long terms under this law. Including members of secular and Islamist Parties 
3- The security crackdown against the activists including the secular activists who played an important role in January uprising. 
4- The biased media that supports the regime and doesn’t give enough space to the opposition. Beside the role of media in labelling the opposition as agents for a foreign agenda. 

3- A contest among the regime supporters
 The boycott of the opposition, biased media, the ban of some groups or parties, and the security crackdown against many opposition activists all these reasons paved the way to the pro government candidates and parties to guarantees a landslide victory. Actually the pro government candidates didn’t face any serious challenge from organized opposition parties. The electoral race seemed to be a race among those who strongly loyal to the regime. The opposition and its supporters decided to totally withdraw from the scene.
- The opposition withdrawal turned the elections to look like a competition among individual candidates rather than a contest among political trends or programs. 
4- The violence 

- The elections didn’t witness major violent clashes but some minor violence erupted in some places like:
-  Fayoum:  in the first phase,  as supporters of two candidates started to shoot birdshots against each other . That caused minor injuries.
- Alexandria : supporters of two candidates  started shooting against each other  in Montaza district, no injuries.  
-  Giza:  shooting against police patrol in Badrashin city, no injuries. 
- The main violence has taken place in Sinai when militants affiliated to DAESH exploded a hotel housing judges in Ariesh. Judge, prosecutor, four security personnel and one civilian died in the attack

5- Vote-Buying 
Due to the low turnout and the security tolerance to the bribery, the vote-buying has increased in many different places  like Cairo, Giza, Suez, Zagazig, PortSaied , Alexandria, Kafr El Shiekh, Daqahlia, Ismalia.
Some reports said the vote ranged from 50 to 1200 LE

- Individual candidates and parties accused each other of using the bribery to buy the votes. Many complaints were filed in the HEC about The Phenomenon but no actions were taken to stop it.

6- The winners and the losers.

- The Parliament is totally under control of the supporters of President Sisi beside very few not more than 3 MPs may oppose him.  
- Many of MPs announced that they plan to give more power to the president over the Parliament and will approve all the laws that were issued by him, but some other expressed their concern over few laws including the protest law. The MPs have only 15 days to give their approval over the laws that were issued by Sisi and the interim president Adly Mansour.

- The whole seats that are designated to the lists are taken by one list, for love of Egypt, that won the race in the four districts. The List is pro Sisi and announced that its main aim is to support el Sisi. 

A- Who are the winners 
- The  Free Egyptians is the first winner among the parties

- The reasons could be as follow; 

- 1- It is one of few Egyptian parties that have no financial or funding problems.  In such election the money ,not the political ideas, was the main player,  the FEP was able to go beyond the  expectations. 

- 2- The party is famous for its ability to fund the campaigns of its candidates; these very fact encouraged many of the  heads of the families in Delta and Upper Egypt, businessmen and public figures to run under its name.

- 3- in 2011-2012 election, the party formed a coalition called the Egyptian Bloc that came in the third place after the MB, and the Slafi Noor Party. The MB is banned now, and the Salfis have split as the Noor Party decided to support Sisi, and the mainstream of Salfis supported Morsi and boycott the elections. The FEP got rid of its two bitter rivals to pave its path to the electoral victory.

- 4- Unlike the other parties it seems that the party has a competitive advantage and a  guaranteed block of voters among the Coptic orthodox voters.  The party is founded by a Christian Coptic Naguib Sawiras which makes it the favorite choice to the Copts.  


- The Nation’s Future Party 
- In the second place came the Homeland’s Future Party or the Nation’s Future Party. 
- The reasons behind the victory could be summed in these reasons:
- 1-  the party got benefits from el Sisi momentum. El Sisi trusts Mohamed Badran the young leader of the party to the extent that he was the only one from the leaders of the Political Parties to escort el Sisi on the Presidential Boat El Mahrousa in the inauguration of the new branch of the Suez Canal last August. 
- 2- Observers said the party is chosen by Sisi to be the future ruling party. The Sisi’s support to the Party encouraged many heads of clans in Delta and Upper Egypt, Police and army officers and businessmen to run on the party’s lists and under its name. 
- 3- Sisi regime is in need of new generation and young people in order to  undermine the allegations  of the opposition that say the regime  neglects  the youths. 


- Al Wafd-
 Getting benefits from its pro Sisi political stance, and its brand and history as the oldest political party still exists until this moment (founded in 1919), Al Wafd was able to recruit many strong candidates from the former Ruling Party NDP, many other from the businessmen, and from the families that have historical ties with the party. 
The party is led by the businessman Sayed El Badwy who chairs the board of the strong TV network El Haya which gave the party’s candidates a competitive media advantage.   

- Protectors of the Home Land 

The Party was founded by retired army officers to support the military after July 3, 2013. 
The party used the fact that it was established by military veterans to strengthen its links with many strong candidates to run for elections on the party’s lists.  

B- Losers 

No doubts that the Noor Party is the main loser as the party lost 111 seats comparing to the previous elections 2011-2012 in which the party secured 123 seats to be the second biggest political force in the Parliament after the FJP.
In these elections the party the party won only 12 seats. 
The reasons behind this defeat could be summed up as follow;
1- The party leadership chose to support Sisi since July, 2013, this stance contradicts the overwhelming majority among the Islamists and led to more fractures between the party and its potential voters.
2- The party suffered from its first split in 2012 after the disputes escalated between the chairman of the party Emad Abdelghafor and the Sheikh Yasser Borhamy  the most powerful figure among the Salafi Da’wa  clerics ( Salafi preaching). The disputes resulted into the split of the party into Noor the political wing of Slalafi Da’wa, and Al Wattan Party the political wing of the Salafi Front. 
3- The media attack.  Before the elections the party was the main target for the media that labelled it as religious extremist party.

4- The security harassments. The party suffered from security harassment during the campaign and many of its activists have been arrested due to  minor breaches according to the party leaders.

5- The Party suffered from a severe attack from the Cleric and the supporters that affiliated to the MB. The Party is labelled as a traitor to the Islamists and to the revolution. This attack convinced many from the party’s supporters to boycott the whole elections. 




Final comment 
The elections resulted into a “loyal Parliament”. It is loyal to the regime; it adopts the very rhetoric of the President with a semi disappearance to any opposition. 
This result will enable Sisi to rule with no obstacles from any other authority or any State apparatus. The legislative power  is totally under his control, and the  judicial power too. 

The Islamist and the secular opposition have no room to express itself in the parliament that may lead to create for themselves a space in order to speak out. 

The majority of the MPs  is seeking stability under el-Sisi, but the majority of the voters who boycotted the elections seemed to have a different opinion.
